Security Through the Phases of a Build
Site establishment. Perimeter fencing and gates, and a decision about vehicle access control. This is also the moment to plan camera positions and power, because retrofitting coverage mid-build costs more and covers less. See perimeter and gates.
Excavation and structure. Highest exposure for equipment and fuel theft, and the site is at its most open. Coverage focuses on the compound, laydown areas, fuel storage and the gate. Camera positions move as the structure rises.
Envelope and rough-in. The risk shifts to materials and copper as they arrive on site, often in quantity and often stored inside a building that isn’t yet lockable. Interior coverage and tighter access control on temporary doors matter here.
Finishing. Appliances, fixtures, flooring and mechanical equipment — the most attractive, most portable inventory of the whole project, arriving right when everyone assumes the risky phase has passed. In our experience this is where the largest single losses happen.
Handover. Temporary systems come out and the permanent system goes in — access control, cameras, intrusion detection and monitoring. Planning this before handover week means the building isn’t unprotected between the fence coming down and the system going live.
Access Control on an Active Site
Knowing who is on site matters for safety and liability as much as for theft. Sites with real access control — even simple credentialed gate access — get a record of who entered and when, which serves as a starting point for an evacuation roll call, a defence when a subcontractor disputes attendance, and evidence of who was present when something was damaged.

What Actually Gets Stolen, and When
Construction theft follows patterns consistent enough to design around, and knowing them is most of the prevention.
Copper and wire remain the most consistently targeted material on Canadian sites, because they’re valuable, portable and effectively untraceable once stripped. Exposure peaks when wire arrives on site in quantity and before it’s installed and enclosed — often a window of a few weeks, and the single most predictable risk period of the build.
Tools and small equipment disappear steadily rather than dramatically, and the loss is usually absorbed as a cost of doing business until someone totals it at year end. Tool cribs and secured containers help; monitoring the compound helps more.
Fuel is taken from equipment overnight, in quantities small enough that nobody notices immediately and often enough to matter.
Heavy equipment is a rarer but far more serious loss, typically involving a trailer, planning, and knowledge of the site — which is why equipment theft frequently correlates with someone having been on site legitimately at some point.
Appliances, fixtures and mechanical equipment during finishing, as noted, tend to produce the largest single losses because the value density is highest and everyone’s guard is down.
Timing. Weekends, long weekends and the days around statutory holidays account for a disproportionate share of losses, for the obvious reason that absence is predictable and the window is long. Winter shutdowns extend that window to weeks. If you tighten coverage at only one point in the calendar, tighten it there.
Who Is Responsible, and What Your Insurance Actually Covers
Responsibility on construction sites is genuinely complicated, and it’s worth resolving before a loss rather than after.
Builder’s risk policies vary considerably in how they treat theft, particularly theft of materials not yet installed, and deductibles are frequently high enough that moderate losses go unclaimed — which means they come straight off the project’s margin. Some policies carry security requirements as conditions: fencing, lighting, monitored alarms, or documented patrols. If those conditions exist and aren’t met, a claim can be reduced or denied.
Subcontractors’ tools and equipment usually fall outside the general contractor’s coverage, sitting with each sub — which does nothing for site harmony when a crew arrives to find their gear gone.
Two practical recommendations. First, read the security conditions in your builder’s risk policy at the start of the project rather than at the claim, and bring us the wording — we’ll tell you specifically what satisfies it. Coordinating Security With the Build
Security works best when it’s part of site planning rather than a reaction to the first theft.
At mobilization, decide the perimeter, gate locations and lighting alongside the site layout. Camera positions and power should be planned at the same time — retrofitting coverage later costs more and covers less, because the good mounting positions are gone.
As the structure rises, camera positions need to move. A layout designed for an open excavation is wrong once there are three floors of structure blocking sightlines. Redeployment is normal and should be expected in the plan and the budget.
Coordinate with the trades. Deliveries of high-value material should be timed so nothing valuable sits on site over a weekend if it can be avoided, and the site team should know when monitoring is active so their own legitimate after-hours work doesn’t generate an unnecessary police dispatch. Plan the handover before you reach it.
