The operating requirement

A regulated transportation site cannot treat guarding as a generic staffing purchase. Coverage must align with operating schedules, restricted areas, credential requirements, incident escalation, public interaction and the site’s regulatory obligations. Missed shifts or unclear post orders create operational risk as well as security risk.

The service model

Northeastern supported a regulated transportation operation with uniformed personnel, site-specific procedures, supervision and quality-control processes. The transferable lesson is that staffing is only one layer: recruitment, screening, training, scheduling, relief coverage, post orders, reporting and management response must function as one program.

Questions to ask a guard-services provider

  • How are officers screened for the site and its credential requirements?
  • Who provides field supervision outside normal office hours?
  • What is the relief plan for illness, weather or an unfilled shift?
  • How are post orders updated when the operation changes?
  • What incident, patrol and shift information will management receive?

For facilities with regulated access or continuous operations, the proposal should explain the management system behind the officers—not simply an hourly rate.
